I wish to lodge a complain in the court against our building promoter as he did not stand true on his promises and hasn't given us any amount of the money he promised. He has also illegally constructed extra floors. I want to know if I need to first appeal to a junior division and then go on to the senior devision or if I can directly to the senior division. I want to know the difference between a junior division and a senior division, and whether the adovactes need to be more educated to apply for a senior division?
